PGE continues to show progress toward our 2030 emissions target by adding significant amounts of clean energy resources to our portfolio.We are an industry leader in this space, with 45% of the power served to retail customers coming from non-emitting sources.

PGE’s All-Source Request for Proposal is a transparent, competitive process by which interested developers submit detailed project proposals for consideration as we continue to work to decarbonize Oregon’s power supply.

The selections in the Final Shortlist of our 2025 RFP mark significant progress toward PGE’s resource and clean energy goals, while demonstrating a commitment to serving customers reliable, clean power, while working to keep customer prices as low as possible.

These include solar, wind, lithium-ion battery storage, and hybrid (renewable + storage) projects located within the state of Oregon and in the region more broadly.

In partnership with OPUC Staff and Stakeholders, PGE has developed the following schedule. The RFP schedule is designed to make timely progress toward PGE’s capacity needs and HB 2021 compliance requirements and is subject to change based on regulatory timing. PGE will update the schedule to reflect any timing changes.

  • March 4, 2025 – Commission approves PA Consulting to serve as IE.

  • March 17, 2025 – Public workshop in advance of PGE’s draft.

  • April 17, 2025 - PGE submits final draft Renewable RFP to OPUC for approval.

  • July 31, 2025 - PGE issues Final RFP.

  • August 7, 2025 - Post-issuance bidder conference.

  • August 13, 2025 – Notice of Intent to Bid due.

  • August 28, 2025 – Benchmark bids due.

  • October 8, 2025 — All remaining bids due.

  • November 13, 2025 - Initial shortlist identified.

  • November 26, 2026 – Best and final price update.

  • February 18, 2026— PGE submits request for acknowledgment of final shortlist to OPUC.

  • Q2/Q3 2026 – Final contracts executed with winning Bidders as applicable.
